Welcome to the Procurement Management Unit (PMU) at Great Zimbabwe University. The PMU is a new department in the Vice Chancellor’s office established in terms of the Public Procurement and Disposal of Public Assets Act [Chapter 22:23]. The Procurement Management Unit is the University’s dedicated centre of excellence for all procurement related matters.The PMU promotes efficient and effective procurement, working with all the relevant stakeholders to ensure that value for money is maximised. The PMU also supports all the University’s departments in their quest to meet the objectives of Education 5.0 which are teaching, research, community service, innovation and industrialisation.The GZU Procurement Management Unit is responsible for ensuring that all procurement proceedings are conducted in terms of the Act and fundamentally to achieve the objectives of the Act as outlined in section 4 as follows:
- To ensure that procurement is effected in a manner that is transparent, fair, honest, cost-effective and competitive; and
- To promote competition among bidders;
- To provide for the fair and equitable treatment of all bidders, leading to procurement contracts that represent good value for money;
- To promote the integrity of, and fairness and public confidence in, procurement processes;
- To secure the implementation of any environmental, social, economic and other policy that is authorised or required by any law to be taken into account by a procuring entity in procurement proceedings,
From Procurement Director
The specific functions of the GZU Procurement Management Unit are among others and as set out in section 17 of the Act to:
- Plan the procurement activities of the University;
- Secure the adoption of the appropriate method of procurement;
- Prepare bidding documents in compliance with provisions of the Act for the design of contract specifications and the evaluation criteria;
- Prepare bid notices and short-lists;
- Manage bidding processes, including pre-bid meetings, clarifications and the receipt and opening of bids;
- Manage the evaluation of bids and any post-qualification negotiations required;
- Supervise the University’s Evaluation Committee
- Ensure that the Evaluation Committee has carried out its duties in accordance with the Act;
- Receive evaluation reports from the committee and ensuring that they are correct and have been prepared in accordance with the Act;
- Prepare evaluation reports, including contract award recommendations, where the value of the procurement is less than the prescribed threshold;
- Submit all evaluation reports to the accounting officer, with confirmation that the procedure followed has complied with the Act;
- Prepare contract documents and amendments;
- Manage procurement contracts or overseeing their management;
- Prepare such procurement reports as may be required by the accounting officer or the Authority;
